PACs
A Political Action Committee (PAC) is a combination of two or more persons, the
primary or incidental purpose of which is to influence the result of any
election.
How to Begin
All PACs must designate a treasurer to handle campaign related funds and
expenses and to file the required reports. The Designation of Treasurer form
must be filed before any contributions are accepted or any expenditures are
made. A new Designation of Treasurer form must be filed whenever a new treasurer
is appointed, or the address of the treasurer or deputy treasurer changes.
It is the responsibility of the PAC treasurer to meet all filing deadlines.

General Information
• Where reports are filed is based on the PAC’s activity. Generally, if PACs
spend more than half of their money in the four-year election cycle at the
county or local level, then they must file reports with the county board of
elections. If the activity affects ballot questions and issues or candidates
whose nomination or election is to be submitted only to electors within a
subdivision or district, then the PAC files with the board of elections in the
most populous county.
• Copies of paid receipts or cancelled checks for all expenditures of $25 or more
must be filed with the finance report. If cancelled checks or receipts are not
available at the time of the filing, this must be noted on the report and the
copies must be filed as an addendum as soon as they are available.
• If you publish a “thank you” in your local newspaper after the election, that
expenditure must be included as part of your post elections report.
• A contributor may not give more than sioo per election in
cash. Contributors may not remain anonymous by request.
• In the top section of form 30-A, there is a box to check to terminate the
committee. Termination of a committee can only be done on a post-election or
annual report and then only if the committee’s balance is zero with no
outstanding debts or loans.
• All income must be deposited in an account within 30 days of receipt or
returned to the donor without having been deposited.

Corporate Contributions
When a corporation makes a donation to a ballot issue committee, the corporation
must disclose the contribution. A form
30-B-1 must be filed when a monetary or
in- kind contribution is made with the issue committee’s knowledge. The PAC
should give the corporation a copy of a form
30-B-1, which can be found on this
website. The corporation should then file it with the Board of Elections for
county or local issues, or with the Secretary of State for statewide issues.

Authority and Penalties
The Ohio Elections Commission has the authority from the Ohio General Assembly
to directly impose fines for violations of the campaign finance laws,
specifically R.C. 3517.08 to3517.13 and the law requiring identification of
political communications (disclaimers) found in R.C. 3599.09. It may also
investigate violations of the laws regarding unfair campaign practices specified
in R.C. 3599.091 to 3599.092. Violations and their associated penalties may be
found on the Secretary of State website.

4, 2008
Pre-Election Report Deadline: February 21, 2008 at 4:00 p.m.
Post Election Report Deadline: April 11, 2008 at 4:00 p.m.
Semiannual Report 2008
Deadline: July 31, 2008 at 4:00 p.m.
Note: Any campaign committee (excluding judicial candidates) that did not file a
post primary report is required to file a 2008 Semiannual report detailing
contributions and expenditures from the date of the last report filed through
June 30, 2008.
General Election November
4, 2008
Pre-Election Report Deadline: October 23, 2008 at 4:00 p.m.
Note: If the candidate has contributions or expenditures of $1000.00 or more, a
pre-elections report must be filed detailing contributions and expenditures from
the date of the last report filed through October 15, 2008.
Post Election Report Deadline:
December 12, 2008 at 4:00 p.m.
Note: All candidates must file a post elections report detailing contributions
and expenditures from the date of the last report filed through seven days prior
to the date of filing.
Annual Report 2008
Deadline: January 30, 2009
Note: Any campaign committee which was not required to file a post
general election report must file.
